DOI System and Internet Identifier Specifications

The attempt to link identifiers with domain names is often based on the assumption that in some way this conveys information about rights. However this assumption conflates several things implied by "ownership" of an ID string: registration of the identifier, management of the identifier, management of the referent, commercial brand, rights associated with the referent, etc. Rights are complex, subject to change, and not usually expressible as one simple string (e.g. consider multiple or shared rights, different territorial rights, time limited rights, dependent rights, etc.) Rights should be expressed through metadata, not in the string itself.
